Zimbabweans were told that Constitutional Amendment No. 3 was about governance, stability, expertise and improving the machinery of the state.<\/p>\n\n\n\n
Barely months into its implementation, the political picture emerging tells a far more disturbing story.<\/p>\n\n\n\n
President Emmerson Mnangagwa is reportedly considering a cabinet reshuffle at a time when businessman and ZANU PF Central Committee member Kudakwashe Tagwirei has made an extraordinary transition from operating around the centres of economic and political power to occupying a formal seat inside Parliament.<\/p>\n\n\n\n
Tagwirei was among the ten senators appointed by Mnangagwa after CAB 3 expanded the Senate from 80 to 90 members and empowered the President to appoint ten additional senators chosen for their “professional skills and other competencies.”<\/p>\n\n\n\n
That appointment is confirmed.<\/p>\n\n\n\n
What has not been officially confirmed is whether Tagwirei will now enter cabinet. Reports of an imminent reshuffle and speculation about individual portfolios must therefore be treated as such until Mnangagwa announces any changes.<\/p>\n\n\n\n
But Zimbabweans should not miss the bigger story while waiting for the announcement.<\/p>\n\n\n\n
The political architecture has already changed.<\/p>\n\n\n\n
CAB 3 gave Mnangagwa additional appointment powers. He has exercised those powers. Tagwirei is now a senator. And if Mnangagwa subsequently appoints him to cabinet, one of Zimbabwe’s most politically connected businessmen will have completed an astonishing transition into the formal structures of executive government.<\/p>\n\n\n\n
That should worry Zimbabweans.<\/p>\n\n\n\n
ZANU PF has ruled Zimbabwe since independence in 1980.<\/p>\n\n\n\n
After more than four decades in power, the country should be strengthening institutions capable of restraining political authority, protecting electoral competition and making government more accountable to citizens.<\/p>\n\n\n\n
Instead, CAB 3 has expanded presidential influence over important areas of the state.<\/p>\n\n\n\n
The government publicly presented the amendment as an attempt to promote stability, continuity and efficient governance. But those assurances must now be judged against what the new powers actually produce.<\/p>\n\n\n\n
Ten additional Senate positions have already been created and filled.<\/p>\n\n\n\n
Several of Mnangagwa’s choices are established ZANU PF figures. They include provincial party leaders and other people with significant ruling-party connections.<\/p>\n\n\n\n
And sitting among them is Tagwirei.<\/p>\n\n\n\n
This is precisely why critics warned against giving an already powerful presidency even greater influence over Parliament.<\/p>\n\n\n\n
The problem is not merely one businessman.<\/p>\n\n\n\n
The problem is a political system in which constitutional rules can be rewritten and new positions created, only for the President to acquire more opportunities to place political allies inside the institutions supposedly responsible for checking executive power.<\/p>\n\n\n\n
That is not the decentralisation of power.<\/p>\n\n\n\n
It is its concentration.<\/p>\n\n\n\n
For years, Tagwirei’s name has occupied an unusual position in Zimbabwean public life.<\/p>\n\n\n\n
He was not an elected politician, yet his proximity to government and involvement in major economic programmes made him an enormously consequential public figure.<\/p>\n\n\n\n
His Sakunda Holdings was prominently associated with Command Agriculture, one of the largest state-backed agricultural programmes of the Mnangagwa era.<\/p>\n\n\n\n
But informal influence has limitations.<\/p>\n\n\n\n
A businessman can advise politicians and participate in government programmes while remaining outside the formal constitutional machinery of the state.<\/p>\n\n\n\n
A senator occupies a fundamentally different position.<\/p>\n\n\n\n
Tagwirei is now inside Parliament.<\/p>\n\n\n\n
He is also a member of ZANU PF’s Central Committee.<\/p>\n\n\n\n
And reports that he could eventually receive a cabinet portfolio make his political trajectory impossible to dismiss as coincidence or ceremonial recognition.<\/p>\n\n\n\n
This is no longer merely a story about a businessman with political connections.<\/p>\n\n\n\n
It is a story about the conversion of economic influence into formal political power.<\/p>\n\n\n\n
All this is unfolding while ZANU PF faces the question it can postpone but cannot permanently escape: who comes after Mnangagwa?<\/p>\n\n\n\n
Vice-President Constantino Chiwenga inevitably features in that discussion because of his position in government, his military background and his central role in the November 2017 military intervention that ended Robert Mugabe’s rule.<\/p>\n\n\n\n
Former Zimbabwe Defence Forces commander Philip Valerio Sibanda has also appeared in public discussion around succession.<\/p>\n\n\n\n
Now Tagwirei’s rapid political elevation has intensified speculation about another possible centre of power.<\/p>\n\n\n\n
There is no publicly established evidence proving that Mnangagwa has chosen Tagwirei as his successor.<\/p>\n\n\n\n
Nor is there sufficient evidence to state as fact that an anticipated cabinet reshuffle is specifically designed to eliminate Chiwenga politically.<\/p>\n\n\n\n
But Zimbabweans do not need speculation to see what has actually happened.<\/p>\n\n\n\n
Tagwirei entered ZANU PF’s Central Committee.<\/p>\n\n\n\n
CAB 3 created additional presidentially appointed Senate positions.<\/p>\n\n\n\n
Mnangagwa selected Tagwirei for one of them.<\/p>\n\n\n\n
Tagwirei was sworn into Parliament.<\/p>\n\n\n\n
That progression is real.<\/p>\n\n\n\n
A cabinet appointment would make the direction even clearer.<\/p>\n\n\n\n
The most offensive aspect of this entire political conversation is how easily the interests of Zimbabwe have become secondary to the internal power struggles of ZANU PF.<\/p>\n\n\n\n
Zimbabwe is a country of millions of citizens.<\/p>\n\n\n\n
It does not belong to Mnangagwa.<\/p>\n\n\n\n
It does not belong to Chiwenga.<\/p>\n\n\n\n
It does not belong to Tagwirei.<\/p>\n\n\n\n
And it certainly does not belong to ZANU PF.<\/p>\n\n\n\n
Yet enormous national attention is repeatedly consumed by constitutional amendments, elite succession battles, presidential appointments and manoeuvres over who controls the state.<\/p>\n\n\n\n
Meanwhile, ordinary Zimbabweans confront unemployment, deteriorating hospitals, struggling schools, unreliable public services and an economy that has pushed generations of citizens abroad in search of opportunities.<\/p>\n\n\n\n
Where was the national emergency requiring ten more senators?<\/p>\n\n\n\n
Where were the Zimbabweans demanding that the President receive another ten appointments to Parliament?<\/p>\n\n\n\n
Why should constitutional reform increase the political room available to the ruling elite while citizens continue waiting for meaningful improvement in their daily lives?<\/p>\n\n\n\n
Those are the questions CAB 3’s architects cannot bury beneath slogans about “Vision 2030.”<\/p>\n\n\n\n
The greatest danger of constitutional manipulation is that its consequences do not always arrive immediately.<\/p>\n\n\n\n
First comes the amendment.<\/p>\n\n\n\n
Then come the appointments.<\/p>\n\n\n\n
Then the new powers become normal.<\/p>\n\n\n\n
And eventually citizens discover that the architecture of their democracy has changed around them.<\/p>\n\n\n\n
That is why opposition to CAB 3 was never simply about one provision or one politician.<\/p>\n\n\n\n
It was about protecting Zimbabwe’s constitutional order from an executive that already possesses enormous power.<\/p>\n\n\n\n
Mnangagwa did not need more power over Parliament.<\/p>\n\n\n\n
Zimbabwe needed stronger institutions capable of holding his government accountable.<\/p>\n\n\n\n
Instead, the President received ten additional Senate appointments, and some of the first beneficiaries are people deeply embedded in ZANU PF politics.<\/p>\n\n\n\n
Now one of those appointees could potentially move into cabinet.<\/p>\n\n\n\n
If that happens, nobody should pretend the political significance is difficult to understand.<\/p>\n\n\n\n
Public institutions exist to serve Zimbabweans, not to distribute political opportunities among ruling-party allies.<\/p>\n\n\n\n
Parliament is not a ZANU PF employment agency.<\/p>\n\n\n\n
Cabinet is not a succession-planning committee.<\/p>\n\n\n\n
And the Constitution should never become an instrument through which those controlling the state redesign political institutions to strengthen their own position.<\/p>\n\n\n\n
Zimbabwe has already paid an enormous price for allowing one political party to become intertwined with the machinery of the state.<\/p>\n\n\n\n
After 46 years of ZANU PF rule, the answer cannot be still more concentration of political power.<\/p>\n\n\n\n
Whether Tagwirei eventually becomes a minister is now for Mnangagwa to reveal.<\/p>\n\n\n\n
But the deeper problem already exists.<\/p>\n\n\n\n
CAB 3 has altered the architecture of the state. Mnangagwa has acquired and exercised new appointment powers. ZANU PF figures have entered the expanded Senate, and Tagwirei has moved decisively from the world of business influence into formal politics.<\/p>\n\n\n\n
The danger is therefore bigger than one reshuffle and bigger than one man.<\/p>\n\n\n\n
It is the continued transformation of Zimbabwe’s constitutional institutions into instruments around which ZANU PF can organise, reproduce and protect political power.<\/p>\n\n\n\n
Zimbabwe does not need another rearrangement of the ruling elite.<\/p>\n\n\n\n
It needs accountable government, independent institutions, genuine electoral competition and leaders whose authority ultimately comes from citizens rather than political patronage.<\/p>\n\n\n\n
No constitutional amendment, Senate appointment or cabinet reshuffle should be allowed to obscure that fundamental truth:<\/p>\n\n\n\n
